A single nation cannot confront transnational capital. But a transnational alliance can. This is not a utopia. It is a logical extension of existing cross-border coordination mechanisms — the Basel Accords, FATF, and the BEPS framework — applied to the last uncoordinated tax base: land value.
0. Value Premise: Why This Proposal Exists
The survival of the majority takes priority over the easy profits of capital.
Housing, healthcare, education, and generational fairness are being squeezed by land rent-seeking. Young people cannot afford homes — not because they do not work hard, but because land rent extracts the fruits of their labor.
This is the starting point of this proposal. Not "everyone wins." But "the majority wins, and the rent-seekers lose."

I. Why a Unified Global Standard?

III. Is This Possible?

A country that does not join becomes a "capital haven" — but it also becomes a "capital hell."
The mechanism: capital inflow → land demand rises → land prices rise → landowners capture the increase → government tax base erodes → public services collapse → young people cannot afford homes → housing crisis escalates to the electoral level → party turnover → the new government applies to join the alliance.
Not because it wants to. Because it has no alternative. The cost of being a capital haven is borne by its own voters, and ultimately settled by its own party system.
VI. Why This Alliance Is Easier to Join Than Existing International Organizations
- No Security Council recommendation. The UN requires Security Council recommendation and a two-thirds General Assembly vote. The land value alliance requires only domestic legislation and adoption of the unified floor.

VII. The Boundary of Capital: Land Value Tax Is Not Anti-Capital
- The purpose of land value tax is not to "eliminate capital."
- Not to "ban investment."
- Not to "close markets."
- It is to "return socially created wealth to society, for infrastructure and public services."
- Land value tax is a fiscal tool, not an ideological tool.
- Capital can go to space, deep sea, new energy, biotechnology — as long as it does not harm Earth's ecology or humanity's common interests.
- But land value tax does not address these issues. It only addresses "monopoly rent on immovable tax bases."
- Space, deep sea, and new energy are "mobile, risk-bearing innovative investments." Their taxation logic is another topic — carbon tax, resource tax, global commons contribution mechanisms, but not land value tax.
- The purpose of land value tax is not to stop capital flows, but to cut off capital's monopoly on "immovable tax bases." Capital can go anywhere, as long as it does not rely on monopolizing land rent.
- This is the ultimate goal of land value tax: push capital from rent-seeking toward innovation.
VIII. Conclusion: The Only Logical Path
Not reforming means slow collapse. Unifying the standard is the only logical path to trap capital.
Land cannot move. Value cannot be zeroed out. As long as all nations stand on the same floor, transnational capital loses its "48-hour escape." Capital cannot flee, so nations can collect the tax. With the tax, governments can build public housing, improve healthcare, invest in infrastructure, and narrow the wealth gap.
This will not automatically bring world peace. Territorial disputes, historical grievances, religious conflicts, and great-power rivalry will remain. But it will remove one economic lever that capital uses to pit nations against each other.
The measurement of the legitimacy deficit depends on the political will of member states. It is not an automatic mechanism, but a political process. The trigger for an audit depends on whether member states are willing to offend another member. But precisely because of this, the audited state faces a political choice: it can cooperate with the audit and prove its effective tax rate, or it can refuse the audit and be treated as "substantively non-compliant" by other members. Refusing an audit is a public admission. This is not a technical problem. It is a political problem. And political problems are ultimately settled by votes.

七、 資本的邊界:土地增值稅不反資本,反尋租
- 土地增值稅的目的,不是「消滅資本」。
- 不是「禁止投資」。
- 不是「關閉市場」。
- 而是「讓社會集體創造的財富,回到社會手中,用於建設基建與服務人民」。
- 土地增值稅是財政工具,不是意識形態工具。
- 資本可以去太空、深海、新能源、生物科技——只要不傷害地球生態人類。
- 但土地增值稅不處理這些問題。它只處理「不可移動稅基的壟斷租金」。

Una sola nación no puede enfrentar al capital transnacional. Pero una alianza transnacional sí. Esto no es una utopía. Es una extensión lógica de los mecanismos de coordinación transfronteriza existentes — los Acuerdos de Basilea, el GAFI y el marco BEPS — aplicados a la última base imponible no coordinada: el valor del suelo.
0. Premisa de Valor: Por qué existe esta propuesta
La supervivencia de la mayoría tiene prioridad sobre las ganancias fáciles del capital.
La vivienda, la atención médica, la educación y la equidad generacional están siendo aplastadas por la búsqueda de rentas del suelo. Los jóvenes no pueden pagar una vivienda, no porque no trabajen duro, sino porque la renta del suelo extrae los frutos de su trabajo.
Este es el punto de partida de esta propuesta. No "todos ganan". Sino "la mayoría gana, y los buscadores de rentas pierden".
La búsqueda de rentas del suelo transfiere los frutos del trabajo de la mayoría a terratenientes y capital que no producen, no innovan y no asumen riesgos. Esto no es un "resultado del mercado". Esto es un diseño institucional. Esto no es "ganar-ganar". Esto es una transferencia estructural.
Este punto de partida es más honesto que "ganar-ganar", y es más fuerte. Ganar-ganar debe probar que el capital también gana, pero el capital es el interés creado en la búsqueda de rentas del suelo. Si le pides que renuncie a la renta, necesariamente pierde. Solo puedes llamar "transición forzada" a una "nueva dirección", y una vez que esa retórica se descubre, ganar-ganar colapsa.
Pero "la supervivencia de la mayoría tiene prioridad" no necesita probar que el capital también gana. Solo necesita probar: la supervivencia de la mayoría tiene prioridad sobre las ganancias fáciles del capital. Esto es un juicio de valor, no un cálculo de intereses. Premisa central:

I. ¿Por qué un estándar global unificado?
- El capital es móvil; la tierra es fija. Un terreno en Londres no puede trasladarse a Irlanda. Un edificio en Tokio no puede reubicarse en Singapur.
- Los ingresos pueden reducirse a cero. Los ricos pueden rechazar salarios, dividendos, ventas de acciones. Pero el valor del suelo no puede reducirse a cero.
- Una sola nación no puede actuar sola. Si solo el Reino Unido aplica un impuesto al valor del suelo, el capital amenaza con huir. Si solo Alemania actúa, el capital huye a Francia. Esta es la clásica "carrera hacia el fondo".
- Solo un estándar unificado puede atrapar al capital. Si el G7 y el G20 adoptan simultáneamente el mismo estándar, el "escape de 48 horas" del capital fracasa.
- Esto no es una idea nueva. Los Acuerdos de Basilea (1988) unificaron los estándares de capital bancario. El GAFI unificó los estándares contra el lavado de dinero. El marco BEPS (2021) estableció un impuesto corporativo mínimo global del 15%. Cada uno fue considerado "imposible" en su momento. Cada uno se implementó cuando la crisis fue lo suficientemente grave.
II. ¿Qué debería incluir el estándar unificado?

- Si la tasa nominal de un Estado miembro es del 70% pero la tasa efectiva es del 5%, otros miembros pueden iniciar una "revisión de cumplimiento".
- Si la revisión confirma un incumplimiento sustantivo, el Estado es tratado como "no miembro de la alianza" y enfrenta impuestos penales a los flujos de capital.
III. ¿Es esto posible?
- Técnicamente viable. La tierra no puede moverse. La base imponible no puede ocultarse. Las herramientas existen.
- Políticamente extremadamente difícil. El capital transnacional movilizará medios, think tanks, partidos y lobistas para bloquearlo.
- Pero hay precedentes. Cuando la crisis es lo suficientemente grave, los estándares unificados se vuelven posibles.
- Este marco no es el único camino. El impuesto único de Henry George, la igualación de derechos de suelo de Sun Yat-sen, la tierra para el agricultor de Taiwán, la propiedad pública del suelo y la distribución del valor de China — todos son enfoques legítimos. Lo nuevo aquí es la integración de la captura del valor del suelo con la coordinación transfronteriza.
IV. Ruta de implementación
Fase 1 (1–3 años): Construir consenso
- Proponer el "Piso Unificado del Impuesto al Incremento del Valor del Suelo" en la Cumbre del G20.
- China, India, Brasil y Sudáfrica forman un "Grupo Núcleo del Sur" y firman primero tratados fiscales bilaterales.
- El Reino Unido, Alemania y Francia actúan como "Reformadores del Norte" dentro del G7.
Fase 2 (3–5 años): Construir mecanismos
- Establecer el "Fondo G20 de Estabilización de Flujos de Capital".
- Lanzar el "Registro Global de Beneficiarios Finales del Suelo".

Fase 3 (5–10 años): Contención total

V. Por qué la participación global es el único camino
- Una sola nación actúa → el capital huye al siguiente país. Si solo el Reino Unido aplica el impuesto, el capital se muda a Irlanda en 48 horas.
- Dos naciones actúan → el capital huye a una tercera. Si el Reino Unido y Alemania actúan juntos, el capital se muda a Luxemburgo, Países Bajos o Singapur.
- El G7 actúa → el capital huye al G20. Si el G7 adopta el estándar, el capital se muda a economías emergentes que aún no se han unido.
- El G20 actúa → el capital huye a los paraísos fiscales. Si el G20 adopta el estándar, el capital se muda a estructuras offshore, empresas fantasma y fideicomisos anónimos.
- Solo el G7 + G20 + Sur Global actuando juntos deja al capital sin adónde ir. La tierra no puede moverse. El valor no puede reducirse a cero. Mientras todas las naciones estén en el mismo piso, el "escape de 48 horas" del capital fracasa.
- Esto no es una elección. Es aritmética.
Un país que no se une se convierte en un "paraíso del capital" — pero también se convierte en un "infierno del capital".

No porque quiera. Porque no tiene alternativa. El costo de ser un paraíso del capital lo soportan sus propios votantes, y finalmente lo liquida su propio sistema de partidos.
VI. Por qué esta alianza es más fácil de unirse que las organizaciones internacionales existentes
- No se requiere recomendación del Consejo de Seguridad. La ONU requiere recomendación del Consejo de Seguridad y voto de dos tercios de la Asamblea General. La alianza del valor del suelo requiere solo legislación nacional y adopción del piso unificado.
- No se requieren cuotas de membresía. La ONU requiere contribuciones obligatorias basadas en el PIB. La alianza del valor del suelo recauda impuestos a nivel nacional. Todos los ingresos permanecen en las tesorerías nacionales. No se pagan tarifas a ningún organismo internacional.

- Mayor costo de salida. Salir de la ONU conlleva daño reputacional. Salir de la alianza del valor del suelo desencadena sanciones a los flujos de capital, auditorías de tasa efectiva y un déficit de legitimidad.
- Beneficio financiero inmediato. Unirse a la ONU cuesta dinero. Unirse a la alianza del valor del suelo aumenta los ingresos fiscales.
- Esto no es "unirse a una organización internacional". Esto es "unirse a un estándar internacional". La coordinación técnica es mucho más fácil que la integración política.

VII. El límite del capital: el impuesto al valor del suelo no es anti-capital
- El propósito del impuesto al valor del suelo no es "eliminar el capital".
- No es "prohibir la inversión".
- No es "cerrar mercados".
- Es "devolver la riqueza creada socialmente a la sociedad, para infraestructura y servicios públicos".
- El impuesto al valor del suelo es una herramienta fiscal, no una herramienta ideológica.
- El capital puede ir al espacio, al mar profundo, a la nueva energía, a la biotecnología — siempre que no dañe la ecología de la Tierra o los intereses comunes de la humanidad.
- Pero el impuesto al valor del suelo no aborda estos temas. Solo aborda la "renta de monopolio sobre bases imponibles inmóviles".
- El espacio, el mar profundo y la nueva energía son "inversiones innovadoras móviles que asumen riesgos". Su lógica de tributación es otro tema — impuesto al carbono, impuesto a los recursos, mecanismos de contribución a los bienes comunes globales, pero no el impuesto al valor del suelo.
- El propósito del impuesto al valor del suelo no es detener los flujos de capital, sino cortar el monopolio del capital sobre las "bases imponibles inmóviles". El capital puede ir a cualquier lugar, siempre que no dependa de monopolizar la renta del suelo.
- Este es el objetivo final del impuesto al valor del suelo: empujar al capital de la búsqueda de rentas hacia la innovación.
VIII. Conclusión: El único camino lógico
No reformar significa colapso lento. Unificar el estándar es el único camino lógico para atrapar al capital.
La tierra no puede moverse. El valor no puede reducirse a cero. Mientras todas las naciones estén en el mismo piso, el capital transnacional pierde su "escape de 48 horas". El capital no puede huir, por lo que las naciones pueden recaudar el impuesto. Con el impuesto, los gobiernos pueden construir vivienda pública, mejorar la atención médica, invertir en infraestructura y reducir la brecha de riqueza.
Esto no traerá automáticamente la paz mundial. Las disputas territoriales, los agravios históricos, los conflictos religiosos y la rivalidad entre grandes potencias permanecerán. Pero eliminará una palanca económica que el capital utiliza para enfrentar a las naciones entre sí.
La medición del déficit de legitimidad depende de la voluntad política de los Estados miembros. No es un mecanismo automático, sino un proceso político. El desencadenante de una auditoría depende de si los Estados miembros están dispuestos a ofender a otro miembro. Pero precisamente por eso, el Estado auditado enfrenta una elección política: puede cooperar con la auditoría y probar su tasa efectiva, o puede rechazar la auditoría y ser tratado como "sustancialmente no conforme" por otros miembros. Rechazar una auditoría es una admisión pública. Esto no es un problema técnico. Es un problema político. Y los problemas políticos finalmente se resuelven con votos.
IX. Diez Razones Que No Pueden Ser Rechazadas Públicamente
Cada razón para rechazar el estándar global de captura del valor del suelo, una vez declarada públicamente, expone una posición: favorecer a los terratenientes sobre los inquilinos, al capital sobre las personas. Esto no produce automáticamente una bancarrota política. Pero produce un déficit de legitimidad que puede medirse.

Esta alianza no puede ser rechazada. Porque rechazarla es la bancarrota política.
Un país que rechaza públicamente el estándar de captura del valor del suelo no está tomando una decisión política. Está admitiendo, ante sus propios ciudadanos y ante el mundo, que elige proteger a los terratenientes antes que a los inquilinos, al capital antes que a las personas, y el colapso lento antes que la reforma estructural.
Bajo el GL Framework, esa elección es medible. Es un déficit de legitimidad.
Si ese déficit se traduce en bancarrota política depende de las estructuras políticas internas, los ciclos electorales y los movimientos sociales. Pero el déficit es real. Y es medible.
